  16. <p>Yugoslav bosses look for a way out short of actually stopping
  17. the war

  19. <p>    The first week of U.N.-imposed economic sanctions did nothing
  20. to halt the fighting in Bosnia-Herzegovina, where Serb forces
  21. have seized more than two-thirds of the territory and are
  22. bombarding the capital, Sarajevo. But the cutoff of trade,
  23. including oil, did make officials in the rump state of Yugoslavia
  24. squirm publicly.

  26. <p>     In Montenegro, the only former federal republic that
  27. remains linked with Serbia and thus also subject to sanctions,
  28. President Momir Bulatovic implied that those ties may be a
  29. mistake. "We cannot endure months of sanctions," he said.
  30. "Change is possible."

  32. <p>     Serbian officials pounced on a U.N. report on the
  33. situation in Bosnia to back their demand that sanctions be
  34. lifted immediately. The report, issued by Secretary-General
  35. Boutros Boutros-Ghali, pointed out that Croats were also
  36. grabbing Bosnian territory. It suggested that Serb forces in
  37. Bosnia and their commander, General Ratko Mladic, were outside
  38. the control of the government in Belgrade. The Serbs argued that
  39. they were therefore being unjustly blamed by the U.N.
  40. </p>
  41. <p>     Nonsense, replied Western diplomats in Yugoslavia. The
  42. Serb-dominated federal army left behind 80,000 Serb troops when
  43. it made a show of pulling out of Bosnia in May. Belgrade armed
  44. them and dispatched Mladic to command them. If Serbian President
  45. Slobodan Milosevic wants to call them back, the diplomats say,
  46. all he has to do is whistle.
